Flash Flood Watch
Statement as of 7:00 am AST on October 12, 2008

... Flash Flood Watch remains in effect through this evening...

The Flash Flood Watch continues for

* portions of Puerto Rico and Virgin Islands... including the
following areas... in Puerto Rico... central interior... Culebra...
eastern interior... north Central... Northeast... Ponce and
vicinity... San Juan and vicinity... southeast and Vieques. In
Virgin Islands... St Croix and St. Thomas/St. John/adjacent
islands.

* Through this evening

* an active tropical wave and associated moisture... approaching
the U.S. Virgin Islands this morning... will continue to move
slowly west northwest across the U.S. Virgin Islands and Puerto
Rico today. This feature and its associated deep tropical
moisture will interact with a mid to upper level trough over the
local area... to produce areas of moderate to heavy showers and
thunderstorms across the local islands. These showers and storms
will become more frequent across the U.S. Virgin Islands...
Culebra... Vieques and the eastern portions of Puerto Rico during
the morning hours... and spread across the rest of Puerto Rico as
the day progresses. Due to already saturated soils associated
with recent rains and this additional rainfall... the potential
flash flooding will exist through at least 8 PM AST this
evening.

A Flash Flood Watch means that conditions are favorable for heavy
rain across the watch area... which may lead to flooding. If you
are in the watch area... check your preparedness requirements...
especially if you have interests along area rivers. Keep informed...
and be ready for quick action if flooding is observed or if a
Flash Flood Warning is issued.

People in the watch area should continue to be aware of the
possibility for heavy rainfall. Avoid low lying areas... and be
careful when approaching Highway dips and underpasses. The heavy
rain could also cause mudslides in areas of steep terrain.

Please stay tuned to NOAA Weather Radio... local TV... radio or your
cable television provider for later statements and possible warnings.

information... is available on the web at http://www.Srh.NOAA.Gov/sju
