squalls of showers and thunderstorms from 33 miles east of Agua
Nueva to San Juan extending eastward towards the Lower Texas
coast... moving west at 25 mph.

* Squalls with heavy rains will also affect...

La Gloria.
Sullivan City.
San Carlos.

Excessive runoff from the squalls from Dolly will cause flooding of
low lying areas and intersections. Motorists should exercise caution
and allow extra time while driving.

Keep children and pets away from storm drains during heavy rainfall.
They could drown.

... Flood Watch remains in effect through Thursday evening...

The Flash Flood Watch continues for

* a portion of deep south Texas... including the following
areas... Brooks... coastal Cameron... coastal Willacy... Hidalgo...
inland Cameron... inland Willacy... Jim Hogg... Kenedy... Starr
and Zapata.

* Through Thursday evening

* with Hurricane Dolly expected to continue to move further inland
tonight into Thursday... widespread rainfall amounts of 8 to 10
inches can be expected across deep south Texas over the next
couple of days. With the slow movement of the storm... isolated
totals of 10 to 15 inches of rainfall is possible across
portions of the lower Rio Grande Valley.

* Residents... particularly those in flood prone areas... as well
as those living near small streams and creeks... should be
prepared to move to higher ground.

A Flash Flood Watch means that inland freshwater flooding is
possible during the next 24 to 36 hours. Residents living in
flood prone areas should take action to protect property.

Flood Watch.

... Precautionary/preparedness actions...

Residents should remain in doors tonight and do not attempt to
drive. Several roads remain flooded or could flood with heavy
rain to persist overnight. Debris covers many roads and power
lines are known to have fallen. The Rio Grande River has risen 4
feet but remains 11 feet below flood stage. No warning for river
flooding are anticipated as water within the river should remain
in its banks.

Southwest to south winds of 25 to 40 mph are expected overnight.
Winds should diminishing to 20 to 30 mph early Thursday.

... Probability of hurricane/tropical storm conditions...

The probability of tropical storm force winds is 50 to 60 percent.

... Inland flooding...

Widespread heavy rainfall will persist over Hidalgo... Willacy and
Cameron
counties into this evening. These heavy rains will continue to
spread west with intermittent torrential rains into the night and
Thursday morning.

For the event... current data suggests a total of 10 to 15 inches
area wide from today through Thursday... with locally higher
amounts ranging from 20 to 25 inches possible.

Widespread flooding of streets and roadways are to continue with
additional flooding anticipated overnight as heavy rain persist
in
many areas of deep south Texas.
