The National Weather Service in Upton NY has issued an

* urban flood advisory for...
Hudson County in northeast New Jersey...
eastern Bergen County in northeast New Jersey...
Bronx County in southeast New York...
New York (manhattan) County in southeast New York...
Kings (brooklyn) County in southeast New York...
Richmond (staten island) County in southeast New York...
Queens County in southeast New York...

* until 145 am EDT...

* at 950 PM EDT thunderstorms producing heavy rain were moving into
Hudson and Richmond counties. Another batch of thunderstorms over
eastern New Jersey will move north across the area through midnight.
These storms have been weakening... but rainfall rates on the order
of an inch per hour are likely.

Excessive runoff from this storm will cause minor flooding of urban
areas... highways... streets and underpasses as well as other drainage
areas and low lying spots.

Do not drive your vehicle into areas where the water covers the
roadway. Most flooding deaths occur in automobiles. Turn around and
find another Route.

Be prepared to take action if the flooding threat increases... or a
warning is issued.

... Flash Flood Watch now in effect through Thursday afternoon...

The Flash Flood Watch is now in effect for

* portions of northeast New Jersey and southeast New York...
including the following counties... in northeast New Jersey...
Bergen... Essex... Hudson... Union and Passaic. In southeast New
York... Bronx... Kings (brooklyn)... New York
(manhattan)... Orange... Putnam... Queens... Richmond (staten
island)... Rockland and Westchester.

* Through Thursday afternoon.

* A slow moving cold front approaching the area will provide a
focus for the development of numerous showers and thunderstorms
overnight into Thursday. Showers and thunderstorms repeatedly
moving over the same areas could produce torrential
rainfall... with rates of 1 to 2 inches per hour possible.

* Total rainfall amounts of 3 to 4 inches are expected... with
localized amounts in excess of 6 inches. Rainfall of this
magnitude will likely cause flash flooding of small
streams... urban areas and poor drainage spots within the watch
area... as well as sharp rises on larger streams and rivers.
Flooding of flood prone basements is also likely.

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

Areas of heavy showers and thunderstorms will continue to move across the region through the late evening hours. Rainfall rates will likely cause localized flooding and widespread roadway ponding. Thunderstorms will be associated with the heaviest rain...deadly lightning and strong...possibly damaging winds. The heaviest rain and strongest thunderstorms will move across Putnam and Westchester counties and then into southwest Connecticut.
