* at 637 am EDT Doppler radar indicated that slow moving bands of
thunderstorms were developing over northeast
Pennsylvania... extending northward into central and eastern New
York. Rainfall rates of up to an inch per hour may occur... with
additional rainfall of 1 to 2 inches... and locally heavier
amounts... this morning. Given recent heavy rainfall... minor
flooding can be anticipated.

Excessive runoff from heavy rainfall will cause elevated levels on
small creeks and streams... and ponding of water in urban
areas... highways... streets and underpasses as well as other poor
drainage areas and low lying spots.

Be prepared to take action if the flooding threat increases... or a

... Flood Watch remains in effect until noon EDT today...

The Flood Watch continues for

* portions of New York and northeast Pennsylvania... including
the following counties... in New York... Delaware... Otsego and
Sullivan. In northeast Pennsylvania... Pike.

* Until noon EDT today


Scattered showers and isolated thunderstorms... some with locally
heavy rainfall... will continue across the region early this
morning. The areas expected to see the heaviest rainfall
overnight are the Catskills in New York and Poconos in
Pennsylvania. Additional light shower activity is forecast through
early afternoon.

Average rainfall amounts of 2 to 4 inches have already been
observed... and additional rainfall up to an inch is possible...
mainly in the Catskills and Poconos. Lighter amounts are expected
elsewhere.

Localized areas of flooding have already been reported... and
additional areas of flooding are possible with the added rainfall
tonight.

The greatest concerns with the rainfall is along the small
streams... near areas of steep terrain... and in urbanized areas
where flooding is most likely.

While significant rises on main-Stem rivers are expected... these
main-Stem river points are currently expected to remain below
flood stage.

A Flood Watch means there is the potential for flooding on small
streams... creeks... poor drainage... urban and low-lying areas
based on current forecasts. You should monitor later forecasts
and be alert for possible flood warnings. Those living... working
or driving in areas prone to flooding should be prepared to take
action should flooding develop.
