eastern Allegany... extreme western Allegany and Washington. In
Virginia... Albemarle... Augusta... Clarke... Culpeper... Frederick
VA... Greene... Highland... Madison... Nelson... Orange... Page...
Rappahannock... Rockingham... Shenandoah... Spotsylvania and
Warren. In northeast West Virginia... Berkeley... eastern
Grant... eastern Mineral... Hampshire... Hardy... Jefferson...
Morgan... Pendleton... western Grant and western Mineral.

* expect rain to overspread the entire area by late afternoon. The
heaviest rain will occur late this afternoon and this evening.
Rain will diminish from southwest to northeast Monday. One to
three inches of rain will fall on top of saturated soils.

* The heavy rain may cause streams and creeks to overflow their
banks. Also... urban areas prone to poor drainage will be
susceptible to flooding. As the water works its way into the
rivers Monday... river flooding will be possible in the upper
Potomac and Shenandoah basins.
