The Flood Watch is now in effect for

* portions of southeast Louisiana and southern Mississippi...
including the following areas... in southeast Louisiana... lower
Plaquemines and lower St. Bernard. In southern Mississippi...
Hancock... Harrison and Jackson.

* Through late tonight. Heavy rain is no longer expected on
Tuesday... so the watch is no longer in effect after 6 am on
Tuesday.

* Deep tropical moisture will move into the region from this
morning into tonight resulting in periods of heavy rainfall.
Moderate durations of heavier rain may produce accumulations of
1 to 3 inches with locally higher amounts possible.

* Impacts include a likelihood of nuisance street flooding and
ponding of water in poorly drained areas. There is a potential
for flooding during periods of higher rain intensities that
may threaten inundation of property and vehicles. In
addition... communities near tidal influenced waterways may
experience slow drainage due to higher than normal tides.

Precautionary/preparedness actions...

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

Stay calm and keep informed. Comply with any evacuation orders
that are issued for your area. If your home is vulnerable to high
winds... or you live in a surge zone or any location prone to
flooding... evacuate to a designated shelter or ride out the storm
in the sturdy home of family or friends outside of evacuation
zones.

Items to bring to a shelter include a first aid kit... medicines
and prescriptions... baby food and diapers... games and books...
toiletries... a battery powered radio... a cell phone... flashlights
with extra batteries... a blanket or sleeping bag for each
person... personal identification... copies of key papers such as
insurance policies... available Cash and credit cards. Remember...
pets are not allowed in most public shelters... so check ahead
with your intended shelter.

Regarding your home or business... cover all windows and doors
with shutters or plywood. Move patio furniture and other loose
objects indoors. Brace all exterior doors... including garage
doors. Do this as early as possible.

the latest area forecast is for maximum winds of 35 to 45 mph
with gusts to 65 mph. However... as Tropical Storm Ida
approaches... stronger winds are still possible. Continue to
closely monitor the forecast for any significant changes and be
ready to act.

Minor to moderate damage is likely to many Mobile homes...
especially those that have canopies... awnings... or carports.
Poorly constructed homes may sustain minor wall damage and partial
roof removal. Other homes may have minor roof and siding damage.
Some loose outdoor items will be tossed around and may cause
additional damage. A few power lines will be knocked down
resulting in scattered power outages. Some large branches of
healthy trees will be snapped. Most newly planted trees and shrubs
will be damaged or uprooted.

... Storm surge and storm tide...
tides are currently running around 3 feet above normal this
morning. Storm surge flooding of 3 to 5 feet above normal outside
of hurricane protection levees is expected this afternoon through
Tuesday morning. These high tide levels may lead to some Road
closures later this morning. Flooding of a few feet of water may
occur in non elevated structures or those built on a
slabs... causing damage. Roads along the coast... bayous and low
lying areas may close with upwards of several feet of water on
them. Residents in these areas should take action to protect
property and head evacuation advice from emergency management.

At 1152 am CST...National Weather Service Doppler radar indicated a line of showers associated with the leading edge of Tropical Storm Ida producing heavy rain moving towards the coast. This line of showers was located from 4 miles northeast of Gulf Park Estates to 64 miles southwest of Venice...or from 5 miles east of Ocean Springs to 70 miles south of Galliano...moving west at 15 mph. This line of showers will be near Boothville at noon CST... Ocean Springs at 1215 PM CST... Biloxi at 1240 PM CST... These showers will bring rainfall rates of up to a quarter of an inch per hour initially...increasing in intensity with time to near one half of an inch per hour. In addition...this rainfall will also be capable of reducing visibilities...especially for motorists.
