* a low pressure system to the northwest and a slow moving front
will focus showers and thunderstorms along it into Thursday
morning. The air mass in place is rich in moisture and any
thunderstorm can tap this moisture and will be capable of
producing enough rainfall to cause flash flooding. Rainfall
rates in excess of two inches per hour will occur across the
area. While this will not occur in all areas... storm total
amounts could exceed four inches within the watch area.
Cecil... New Castle... Chester... Montgomery and Bucks counties
are the most vulnerable counties as they received heavy rain
overnight. The heavy rain should be confined to New Jersey and
eastern Delaware by Thursday morning, but runoff problems might
persist into the morning in Pennsylvania and Maryland.

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
Stay away from any stream that is rising fast or flowing rapidly.
Do not drive your vehicle into any flooded area or around
barricaded roads.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
